This document serves as a general guide only, actual requirements may differ between the local councils. Do refer to the relevant local council for the current and council specific requirements.

As a general rule, a built located in an environmentally sensitive area (Kawasan Sensitif Alam Sekitar) requires approval from JPPKSAS. This approval is often a complex and lengthy process. Therefore, a well-planned built requires an understanding of the information required for this approval, the timeline and the scope of services needed from the design team.

What does JPPKSAS stand for

Jawatankuasa Penyelarasan Pembangunan Kawasan Sensitif Alam Sekitar Wilayah Persekutuan

When will a built require JPPKSAS's approval

Upon DO application, the local council decides if the built requires JPPKSAS's approval. The design team could preempt this through pre-consultation with the council.

As a general rule, a built located in an environmentally sensitive area (Kawasan Sensitif Alam Sekitar) requires approval.

The following can be deemed as an environmentally sensitive area:

  • Ex mining site with an approximate area of 10 acres or more
  • Ex mining lake with an approximate area of 10 acres or more
  • Water catchment area
  • Forest reserve
  • Mangrove swamp
  • Peat swamp
  • Limestone site
  • Landfill site
  • Wetlands
  • Water supply intake site
  • Hydroelectric site
  • Area with potential for nature tourism

The process

  1. DO application to council
  2. Council decides if the built requires JPPKSAS's approval
  3. Design and deliverables to be amended as required to suit JPPKSAS's requirements
  4. Approval to be sought individually from the various authorities involved
  5. Upon receipt of the individual approvals, to undergo the normal DO process
  6. DO received
